Chuck,

One can only guess at the root cause, but for starters I would suggest
checking the continuity on the miniature RF Chokes in the KIO2.

If all looks well there, try changing the MAX1406 chip (U1).

I am assuming you are using a remote KPA100 - the control for the KAT100 and
the KPA100 do not use the same lines as the computer interface (that is why
a special cable is required at the K2 end of the computer link).  Only the
serial interface signals (RXD and TXD) flow through the MAX1406 (CMOS to
RS-232 level converter is the function of the MAX1406).

As for the voltages on U1, only signal pins 5,6 and 11,12 are used, and I
would expect something other than 0 volts at pin 5 based on a +5 volt
nominal signal at pin 12., so I susspect your MAX1406 chip may be bad, but
check the inductors first.
