LEGIS-EXACT P.R. - EXEC/JUDIC APPROVAL VOTING
[NO PRIMARIES, CAUCUSES AND CONVENTIONS]

 
Sec. A. (1) All election laws and areas shall exist 280 days before the 
election day involved.
(2) All candidates for the same office in the same area shall by a general 
law have the same nominating petition requirements to get their names 
directly on the election ballots.
 
Sec. B. (1) The Electors shall elect the members of each state and local 
legislative body for 1 year terms.
(2) The number of districts for each body shall be the total members 
divided by 5 and rounded up to a whole number.
(3) As nearly as possible, (A) each district shall (a) contain an equal 
number of Electors at the last regular general election [for governor] plus or 
minus 1 percent, (b) be 1 or more local governments and/or a part of not 
more than 2 local governments and (c) be contiguous and square; and (B) each 
local government shall be 1 or more districts and/or a part of not more than 2 
districts.
 
Sec. C. (1) Each legislative body candidate shall receive a list of the 
candidates for the body in all districts at least 70 days before the general 
election.
(2) Each candidate shall rank the other candidates in all districts (using 
1 (highest), 2, etc.) and file such rank order list by 4 P.M. 63 days before 
the general election.
(3) The lists shall be made public immediately at such deadline.
(4) If a valid list is not filed, then the candidate’s name shall be 
removed from the ballots.
 
Sec. D. (1) Each Elector may vote for 1 candidate for each legislative 
body.
(2) If the number of remaining candidates in all districts is more than the 
total number to be elected, then the candidate with the lowest votes in all 
districts shall lose.
(3) The loser’s votes shall be moved to 1 remaining candidate in any 
district, using the original loser candidate’s rank order list(s).
(4) Steps (2) and (3) shall repeat until the number of remaining candidates 
in all districts equals the number to be elected.
(5) Such candidates shall be elected.
(6) Each member shall have a voting power in the legislative body equal to 
the final votes that he/she receives.
(7) A fractional part of a legislative body shall mean the members having 
such fractional part of the total voting powers.
(8) Example- 100 Votes. Elect 5.

Sec. E. (1) A legislative body candidate or member may file a written rank 
order list of persons to fill his/her vacancy, if any.
(2) Any list shall be made public immediately.
(3) The qualified person who is highest on the list shall fill any vacancy.
(4) If the preceding does not happen, then the legislative body shall fill 
the vacancy with a person of the same party (if any) immediately at its next 
meeting.
 
Sec. F. The Electors shall elect all elected executive officers for 1 year 
terms.
 
Sec. G. (1) The Electors shall elect (a) 7 supreme court judges in 1 
district for 6 year terms and (b) 3 to 12 judges by law in each appeals court 
and 
circuit court district (based on judicial activity) for 2, 4 and/or 6 year 
terms.
(2) As nearly as possible, one third of the judges in each district shall 
be elected in each even numbered year.
(3) No change in a district shall have the effect of removing a judge from 
office during his or her term.
 
Sec. H. (1) All elected executive officers and all judges shall be 
nominated for and elected at nonpartisan elections.
(2) Each Elector may vote for 1 or more candidates for each elected 
executive office or judge (including 1 write-in for each position).
(3) The candidate(s) getting the most votes shall be elected (for the 
longest terms respectively in the case of 2 or more positions with different 
terms).
