Yea I agree with Lucas. Seems the toolbar is a bit redundant right now. It just
takes up space.

Anyways, there was a request to get a mockup going in addition to the spec
and I've created one
Well, it depends on if we need it or not. If it will be needed for
some vital customizations, like in
http://elementaryos.org/docs/customizing, then probably yes. Otherwise
it's just sudo apt-get away from people who know about its existence.
