Subscribe to `AnimationFrame.times` <http://package.elm-lang.org/packages/elm-lang/animation-frame/1.0.0/AnimationFrame#times>, store the time it gives you in the model, and render the clock with that time, adjusted for whatever speed or starting time you need.
