I could certainly imagine using it, and I don't see any issue with
doing it from the point of view of the grammar. Footnotes can appear
in a property drawer without issue, though obviously they don't
export. One question though since I may have missed this in the other
threads is
Hi Jack,
on a closer consideration, it's better to change python.el in such a way
that this problem vanishes. I've submitted the patch to Emacs, so I
guess this issue can be considered closed.

As a kind of summary:
During publishing of a project
- "id:" links to headings from the same file are exported as short
generated anchors like #org032777e or as anchors to custom ids when the
latter are available
- "Search heading" links to other files are exported as short generated
anchors
