[O] make doc, UTILITIES folder not included in releases

For 7.4 and 7.5 (at least), the folder UTILITIES is not included in the release tarball. It is therefore not possible to run 'make doc' and doc/ is missing org.html and orgcard.txt. Is this intentionally? If yes, what are the reasons not to ship UTILITIES, org.html and orgcard.txt? -
