Can we use another option like using a command line tool like (
https://wkhtmltopdf.org/) to convert HTML docs for the problematic language
to pdf?
wkhtmltopdf is open source GPLv3 and available for debian stretch and
buster.

I'm in favor of 5, build the Chinese docs separately from the rest of
the docs with whatever tool works and keep the rest of the docs which
use western characters in the same tool chain.

Personally, I'd like to see both a PDF docs package & HTML docs package.
At one stage this is what I was doing for my ISObut I'm almost
sure the docs are almost ignored.
If there was a preference I'd opt for the HTML docs, but PDFs are easier
to print out.
