This is correct.
2.9 builds on Buster, Bullseye and Bookworm.
master requires Bookworm or newer.

Seb's buildbot2 has stalled Feb 6 for master in both bookworm and bullseye.
I sent him a quick note and asked what's up.
His response was that it's linuxcnc, not the buildbot.
