The Show I saw on discovery indicated that there was to differnt team doing
system test on the landing legs and the landing engines and that the team
testing the engines would always reboot the system before starting there
tests and that was the reason it never should up

There is no conflict. A standard does not have to call out 61000-3-2 since
it applies anyway. It is one of those infamous horizontal standards that is

It is the political influences that cause most of the poor management within
NASA. Granted, you have some senators that are wanting to look good by sticking
their fingers into the NASA business but the NASA higher management is doing the
