FCC radiated with CISPR conducted is the default for unintentional radiators per FCC Parts 15.107 and 15.109 issued July 22, 2002 and posted on the FCC website. The opposite mix-and-match is illegal; the old FCC conducted limits expired July 22, 2002. FYI there is blind reference in Part 15.109.
