It's not clear what your concerns are. The current Directive requires 
steps to be taken to ensure that all samples of a product meet the 
requirements (if the '80-80 rule' doesn't apply). The new Directive 
doesn't impose any new requirement.

The reference to 'technical documentation' may be somewhat 'backwards', 
but not entirely - products must be manufactured in accordance with the 
currently valid technical documentation, and that documentation must be 
updated to embody all authorized engineering or design changes and 
concessions. This is no different from the requirements of at least some 
safety standards in respect of technical documentation.
