You could go back to the basics and explain that it was a mechanism to quantify impulse type noise perceptible to the human ear, or something along those lines. MOST people can relate to that.

The purpose was to emulate electronic devices that are sensitive to this sort of response. As such, we use to peak to detect potential interference and then a combination of average and QP for pass/fail determination.
