the standards of the 301 489 series will be published in the OJ. The schedule 
can be checked for each standard at ETSI's Work Programme portal:

For example, Bluetooth relevant standards EN 301 489-1 and EN 301 489-17 are 
expected to be published in March 2018 in the OJ:

Regarding health and safety standards, it is not foreseeable when their 
references will be published in the OJ. The reason is an ongoing controversy 
between EU commission and standards organisations (namely CENELEC) on formal 
changes to LVD and EMC standards that are required to list them under RED: EU 
commission insists that
1. the scope of each standard has to be amended to include the word "radio" 
somewhere
2. all undated normative references within a standard to other standards have 
to be replaced by dated references
3. an informative annex ZZ has to be added to each standard to indicate 
relationship between essential requirements of RED aimed to be covered and the 
applicable clauses.

These points are disputed due to the large workload without adding to technical 
content, but a provisional listing of currently existing standards that require 
only formal changes has been rejected by EU commission. Especially the 2nd 
point regarding dated references is rejected by CENELEC as, for example, a 
large standard series like EN 60335 would not be manageable any more. Instead, 
CENELEC proposed to include a general note that for undated references the 
standard editions referenced in the OJ shall be applicable. This proposal is 
checked by EU commission, but the situation has not been resolved yet.

It is presumed that EU commission's insistence on formal aspects is caused by 
European Court decisions in recent years regarding legal relevance of 
harmonized standards ("James Elliott" decision ECJ C-613/14 and "Global Garden" 
decision EGC T-474/15;

In addition to 3.1b EMC requirements, 3.1a health & safety requirements are 
also none of HS.  It looks they deliberately arrange it.  Is there any 
particular reason behind the scene?

Interesting. One additional question is I don’t see any of the 301 489 series. 
Is this going to be published in the RED harmonized standards list, as it is 
strictly speaking and EMC requirement, or is this part of the article 3.1 b 
requirement:” an adequate level of electromagnetic compatibility as set out in 
Directive 2014/30/EU.?”
The EMC directive only lists 301 489-1 and 301 489-34.
