If the normative reference is dated, you apply the dated edition whether it has been updated or even withdrawn (in error – it should not have been withdrawn). If a standard listed in the OJ normatively references a second standard, it does not matter if the second standard is, or is not, listed in the OJ. It is not clear about the enforcement of 8.3.9, because that is country difference. Can it be enforced for the EU?
