With respect to this requirement is a Declaration of Conformity from
the Power Supply manufacturer (for such supplies as you normally find
in standard desk top work stations) sufficient for compliance with
this requirement ?  Is it necessary to test every model in every
application and if so why ?

It appears this requirement is such, that a component approval would
cover the requirement on such standard designs, provided the unit is
tested at various load conditions.  Example: minimum load, mid-point
of load curve, and at maximum rated load.

If the DOC from the vendor is adequate, then the testing and related
cost can be held to a minimum.  If not the power supply will need to
be tested for every user and multiple testing of the same product
will result.
