Hello Rich,
A) I've not heard that CE Markings should go on cordage but .
B) I believe that Harmonized Cordage is a CENELEC program and only
available to CENELEC member countries and manufacturers located therein.

I have heard that this mark can only be used when
the cordage is manufactured in a factory physically
located within the HAR countries. Is this true?
