I was expecting to see a bunch of replies to your question.  I didn't, so
I'll just throw a quick one in.

Since you already mention laser classifications, I'm guessing that you are
already familiar with the United States CDRH laser safety rules (21 CFR,
section 10.40) and the European (worldwide) safety standard EN 61010-1.
Both apply to Laser devices.  EN 61010-1 extends its coverage to LED's as
well.

For Fiber Optic systems safety, you may be interested in EN 60825-2 as well.

Other than that, I don't know of any more standards that cover this issue.
There may be some workplace safety type documents that cover the safe
handling of fiber optic cables and signals from Telcordia (formerly
Belcore), the ITU (formerly CCITT) and/or OSHA. I'm not sure if there are.
