Hi Derek,

You can still obtain manuals for most (if not all) HP test equipment from the
Agilent web site. Go to
www.agilent.co.uk
select the Technical Support tab, select the Manuals menu option, and enter
the model number for the equipment you're looking for.

The manual for the 8566B is there at:

And the programming section does indeed describe how you draw test and lines
on the display.

If memory serves me right you could draw lines and text ( not the 
inbuilt display lines etc ).
