Kim I don't think that the presence/absence of a neutral should influence whether or not the test should be performed. However if there is an applicable product standard you should consider whether the test is required by it. The product standard we apply, EN61326, does not call for harmonics testing for class A equipment - all our 3 phase products is not fitted with a neutral and is class A.
