George is correct - TBR 21 is available free from ETSI but you won't find it if
you search Publications Download for TBR 21.
You have to look for TBR 021!

& review a copy of TBR 21 from ETSI. I believe that they still offer free
copies on their website (below). Also, be aware that some countries have

Directives concerning Telecommunications Terminal Equipment. Currently, with the
TTE/SES Directive 98/13/EC you will need external approval by a Notified Body
(like BABT in UK). Expensive!

The latest info I have is from about October last year. The status of
each TBR at that time was that both TBR15 and TBR17 had been approved
by TRAC at TRAC22 (02.02.96) but had not yet been approved by ACTE.
