The EU directives only require that the manuals (user and service) and the DoC
be in an official language of the EU (13 possibilities). However it gives

unless proved otherwise, I would expect the consumer legislation requiring
translations in all official languages in the countries you are selling your
product. Complete manual, not just safety instructions. Safety standard has
nothing to do with this.
