You're already on the edge of the code with this one. You describe the
equipment as permanently installed. Under those circumstances you
normally could not use flexible cords. You might use the condition
"400.7 (6) Connection of utilization equipment to facilitate frequent
interchange" to permit the use of flexible cords. The code already
foresees the cord damage and risk you are considering and expects
permanent building wiring. If you're going with flexible cords I
wouldn't use the term permanently installed.

There are PVC ramp type cable covers such as Hubbell's FloorTrak
products and similar metal wireways such as Hubbell's TredTrak and I
believe Wiremold makes a similar product. These however are still a trip
hazard and do not accommodate shopping carts and carriages very well.

I would recommend overhead drops from the ceiling or floor to ceiling
service poles.
There are also some under carpet wiring systems available which use
ribbon cable. I don't have brand names, but an electrical contractor
should help.
