There is already a project running that will address item 1) of the mail shown below:
http://www.unl.ias.unu.edu/ As the central concept of this project seems to be about grammar, it will probably not be able to fulfil the requirement of item 2) of the mail shown below. Learning vocabulary is learning facts, that might be done during sleeping (with a tape-machine running under the pillow). Grammar in my opinion is more a concept, a thing of logic. For learning grammar you probably have to be awake.
