If the meter is not used for billing purposes, then it would be evaluated to the requirements of UL-3111 Electrical Test and Measurement equipment. UL-1950 is not a catch all standard. A quick look at the Electrical Appliance and Utilization Directory (Orange Book) shows Listings under Test and Measurement, Miscellaneous and in the Electrical Construction Materials Directory (Green Book) under Energy Management Equipment.
