The answer is go into Enigmail Preferences, Send Options, and under "To
send encrypted, accept" click "All usable keys".

It still begs the question of why I can't Set Owner Trust on a newly
imported key.  My guess is that I myself do not "Own" the key, whatever
that means.  As I mentioned, I still CAN set owner trust on keys I've
already had imported for a long time, just not this new one I imported
several minutes ago.  The right-click option simply does not appear on
this one key.
