This was caused by thumb scroll flick distance tolerance adoption from
Jaehwan.
I noticed this and was about to announce how to fix but stuck with another
bug in elementary_config + slider.
Anyhow, if this happens just run elementary_config and go to scrolling,
change "Thumb scroll flick distance
