[E-devel] Pre-release tarballs for efl and elm 1.16.1

Hello EFL folks, I just uploaded the tarballs for 1.16.1 which is the first release of the latest stable version. If I hear nothing problematic within the next 24 hours, I will do a Christmas release. https://download.enlightenment.org/pre-releases/efl-1.16.1-pre.tar.gz
