As raster pointed out you can reach him by mail if you miss him on the
channel or take advantage of the memoserv in freenode to send a memo
to the user you wish if you don't catch 'em online.

The bot that I use can do this (~tell ) but it was
banned as all others are.
I know it was a tad noisy but I could turn off all features apart from
that and it could be unbanned maybe?
I find bots useful for this purpose. It could be tweaked to also replay
