I assume you are talking about E17
This sounds like a machine speed problem. Try holding your mouse button
down longer; like until you can see the menu. I get the same problem
when running E17 in valgrind. Also you can try to disable the dropshadow
module to squeeze out some extra spee

For quite some time now, the menus that appear when I click on the
desktop ( all menus behave the same ) have been difficult to ... click on.
The menu will appear and then disappear almost instantly. I *think* if I
move the mouse diagonally down & right, I can make it stay visible long
