As a followup, any patch that this project is added to will also (using
herald) remove the committers group, so this can be useful for any patch
which is undergoing heavy changes if the author doesn't want to have it
reviewed globally yet.

I have created the project 'DO NOT MERGE' in phabricator. This is the
project which should be tagged to all "work in progress" patches, or any
patch which should not be merged. Any patch containing this tag should not
be merged to master under any circumstances and can be ignored in the
