Did you compile efl first? You probably also need the git version as well.
You will also need to *install* efl. Once you have compiled elementery, you
will need to install it too before you can compile enightenment.

Did you check pkg-config finds well the libraries?
pkg-config --modversion eina
if not you have to set your PKG_CONFIG_PATH (or something like that).

my order is efl, evas_generic_loaders, emotion_generic_players, elementary,

i send here my script to compile to can take a look and maybe fix something

If you are compiling Enlightenment from git, you should also compile
Elementary from git.
