I have a Logitech Cordless MouseMan Optical with e 0.16.6. Mouse
wheel scrolling generally works just fine, but when I scroll too
fast, the X-Server hangs for several seconds before the process
continues. I think this is definitely related to enlightenment,

I've actually been wondering the same thing. I'm having the same problem with menus
opening up to greater than the size of the screen, and then vanishing.
It appears that the newly created menu never gets the focus, so it gets collapsed
again and you get sent back to the parent menu. I've played
