Hi,
enlightement (e19 0.19.5. with EFL 0.14.1) with no action on the
screen is constantly eating ~11% of CPU (on a ~year old laptop with
Intel Core i5). Despite that it is not much, I was trying to find out
why - and it turned out that very most of this is consumed by two
modules:
Clock ~ 5%
I had steam working in my MATE desktop, but when I ran STEAM from E19
terminal, I got errors..
STEAM_RUNTIME is enabled automatically
Installing breakpad exception handler for appid(steam)/version(1427176184)
libGL error: unable to load driver: r600_dri.so
libGL error: driver pointer missing

As Raster says, this really isn't anything to do with Enlightenment. Would
have been better to ask about this on the Steam forums.
But hey, I like to solve a problem, so here goes. I'm guessing that Steam
is trying to load up its own libraries, and they're incompatible with your
system.
Not exactly help ... but I can confirm that steam works perfectly on
my laptop ( intel gpu ) and server ( amd gpu, open-source drivers )
while using E19.
Try looking at your 'dmesg' output and Xorg.log ( or Xorg.0.log ... whatever ).
