I've seen this, but didn't document exactly what I did to fix it. Try
logging out of E, and deleting your caches related to E, evas, efreet,
and everything related under ~/.cache ... if that doesn't work, you
may have to start deleting / renaming things under ~/.e ... good luck

I just upgraded to SUSE Leap 42.3 with E version 0.21.8 from an older release.
Whenever I start E now, I get the message:
"efreet could not build cache. Check your DBus setup"
But I get no errors from dbus and all else seems to work OK as well.
Somewhere I read that another E user go
