If you press enter instead of click to select the menu option it will
work. There have been a few reports of this, but since 18 was already
out I don't think there has been much effort in correcting this. This
also only happens on multi-monitor setups.

As I can not find the focus settings. I am going to assume that I have
the defaults. My focus currently follows my mouse, and requires me to
click on the title bar to change z ordering. I do not use Compiz,
Sawfish or LG3D.
