taglib-config is in the libtag1-dev package, in sid that is. Search for
"libtag" to view the list of all TagLib packages.

Damn, I accidentally deleted your last message.
Anyway, in order to switch to German you would need the file
$PREFIX/share/locale/de/LC_MESSAGES/enlightenment.mo.
The de.po file (used to create the German enlightenment.mo file)
currently shipping with E17 from CVS is hopelessly out of

Compiled German language files (.mo) go to
$PREFIX/share/locale/de/LC_MESSAGES.
