The Active Directory requirement is about protecting non enterprise users
from malware/adware that would set these preferences.
If a company chooses to use the ESR, they are taking that protection
requirement on themselves.
This also allows companies the ability to use all the policies regardless

Yes, all plug-in support except Flash was dropped starting with Firefox 53.
Oracle has deprecated the plugin as well:

If you continue to need plugins, you'll have to stick with Firefox 52 until
its EOL later this year.
