Perhaps it's the Virus Protection. E. g. on my PC a new version of Avira (after last product update from 2017-June-02) now tries to sent requests home with every suspection or internet request. If the firewall blocks this, the virus protection delays the start of the intercepted module for a trial period of about half a minute.
