Yes it is normal. Packages in epel do not move at the speed of the
Fedora releases. They are what the maintainer thinks they can maintain
for a longer period. I would get in touch with the owner of the
cinnamon package set and see if they feel an upgrade is possible.

Yes, because it was never pushed as an update. In koji it's completely untagged.
