The repacking needs to be done before the signature is done, because the
packing changes the class files.

There is no option to skip just the -repack normalization and not the
packing.
The only way to do this is to just not run the -repack in the first place,
which I guess means separating that one jar from the rest when processing.

Do you get a stack trace or a log? Please open against Equinox->Framework
to begin with since that is where the code is that checks the signature.
