Do I have control over the order in which my custom bundles stop when I do
a *sp_stop* to a Equinox Servlet? my custom bundles are listed in
config.ini. Does Equinox stop bundles according the start level from high
to low?

Yes, Equinox does stop bundles by start-level from highest to lowest.
