In Ubuntu 10.10, if you launch the Keyboard preference panel, there's an
option to select a keyboard layout.  Among the layouts is Canada/Canada
Multilingual.  It has a-grave, c-cedilla, e-grave and e-acute keys on the
right-hand side.

If that's what you're looking for, it's there (in Ubuntu Gnome, at least).
