We currently leave it up to our libraries to delete pre-cats (though I know it is possible to identify and delete them in batch in the database if you have access). For our ILLs we recommend that libraries re-use the same barcodes over and over again to lower the number of pre-cats that

In PINES, libraries are responsible for cleanup and processing of precats. Which means some libraries take care of them as soon as they are returned and some never do. I do occasionally run reports and bug libraries about them. If they decide to retain the precat item, they should manually
