Yes, there should be a separate perm for just UPDATE_BARCODE so that staff
with minimal circ perms can replace barcodes when needed without having
access to change other properties.

Yes, replacing a barcode requires the UPDATE_COPY permission.
However, if one is attempting to use the Replace Barcode function, from the
Circulation Menu or an Actions menu, it will silently fail. Editing a
barcode in the holdings editor displays the permission failure dialogue.

Am I understanding correctly that this permission is required to be able to
replace a barcode? I don't see a specific item barcode permission (but I'm
going to keep hunting until someone stops me).
