There is already a script for this purpose. Check out the
evolution-gconf-tools module.
Evolution looks for a certain keys on gconf, (under apps/evoluiton)
while startup to get the list of configured accounts.

There was a problem with evolution-data-server 1.5.1, EDS was
not getting started on evolution startup, which was fixed later, you can
refer http://bugzilla.gnome.org/show_bug.cgi?id=320489. Please update
the sources from cvs.
