Public Folders are available through Folder->Subscriptions of your EWS
account. You get list of configured Public Folders
Virtualization could be a good solution for some things, but in this case
it's overkill. I have no need or desire to use or think about any microsoft
product other than email at work. I have no choice in that matter.

The steps you describe are for sharing calendars, not for using public
ones, so no love there. Also, I'm not dismissing it--yesterday on some site

Public folders are an Exchange special thing, yes.
They can contain everything, "regular" Exch
