I dont understand the question excel 2007 already has more then 65 k row if
file save in xlsx format Sanjoy what registry you are refering to

if you open a blank workbook in excell 2007
the workbook is in compatibility mode
save your workbook in *.XLSX format
close your workbook, and open again
