Set up a 2nd user that forwards to their primary mailbox.
Give their primary mailbox send-as rights on this secondary mailbox.
Instruct them how to pick the "From" option in Outlook and input their
2nd user's email address. Must be in the GAL the first time it is used
so that Outlook caches it
