Set up a 2nd user that forwards to their primary mailbox. Give their primary mailbox send-as rights on this secondary mailbox. Instruct them how to pick the "From" option in Outlook and input their 2nd user's email address. Must be in the GAL the first time it is used so that Outlook caches it

Alternatively, write some powershell that runs each evening that resets particular attributes to how you want them. We do this for activesync, OWA, IMAP, etc for select groups of users so that even if their account gets mis-configured, it will reset to the correct configuration later that eveni
