I have seen this problem with OWA 5.5 and users accessing via a VPN. Is this

I just figured out my own problem. If you install Office SR-1a and SP3
and then you can attach anything you want. Weird.

I think most of the issues resolved here had to do with DSAccess
balancing across the available GCs within the site (of the server) and
better recovery when a GC is no longer available. I don't think the
basic behavior of the referral process was changed.
