We had this issue once with a laptop running Outlook trying to log on to an
Exchange mailbox with an old password. The account of the user was locked
every 5 minutes

Also, check your permissions on the exchweb directory, not in IIS but actual
folder permissions. That caused some problems for us also.

Best option is to let Exchange do it itself, unless you have a pile of
white space and need the disk.
event logs will tell you how much you have.
